In this article, we analyze the intractability of the low-level radioactive waste debate in California through the construction and examination of policy frames and their associated policy narratives. Relying primarily on reports, formal comments, and written correspondence, we reconstruct three policy frames and explore their interaction in the public debate through the policy stories told by the actors. We analyze how policy actors using these policy frames appropriate available information, value scientific input, and respond to uncertainty in technical and regulatory (...) information to create policy stories. These policy frames and their associated policy narratives demonstrate how policy actors differ in their drivers for action, bases for trusting claims, and response to uncertainty. These differences lead to divergent characterizations of the risk of low-level radio-active waste disposal. This analysis provides insight into the dynamics of intractable policy controversies. A joint effort by the University of California at Berkeley and Delft University of Technology to develop a graduate engineering ethics course for PhD students encountered two types of challenges: academic and institutional. Academically, long-term collaborative research efforts between engineering and philosophy faculty members might be needed before successful engineering ethics courses can be initiated; the teaching of ethics to engineering graduate students and collaborative research need to go hand-in-hand. Institutionally, both bottom-up approaches at the level of the faculty and (...) as a joint research and teaching effort, and top-down approaches that include recognition by a University’s administration and the top level of education management, are needed for successful and sustainable efforts to teach engineering ethics. With the advent of the newest technologies, it is necessary for engineering to incorporate the integration of social responsibility and technical integrity. A possible approach to accomplishing this integration is by expanding the culture of the engineering profession so that it is more congruent with the complex nature of the technologies that are now being developed. Furthermore, in order to achieve this expansion, a shift in thinking is required from a linear or reductionist paradigm (atomistic, deterministic and dualistic) to a (...) nonlinear paradigm (holistic, chaotic and subjective). Three aspects of such a nonlinear paradigm (holism, transparency and responsiveness) enable an engineer to shift from “applying ethics” to “being ethical”. This culture change can be a basis for developing new curricula to satisfy the ABET-2000 requirements as well as for the practice of engineering in the 21st Century. (shrink)

Over the past two decades, the renowned political theorist William E. Connolly has developed a powerful theory of pluralism as the basis of a territorial politics. In Confessions 3 Augustine identifies the “paradox of tragedy”: why do we respond emotionally to representations of the fates of persons who we know never existed? The chapter discusses Kendall Walton’s suggestion that our psychological states in response to drama are “quasi-attitudes” that are not identical to the mental states we have when dealing with ordinary life. Walton’s suggestion does not fully resolve Augustine’s plight. Augustine’s (...) description of the soul’s power of imagination sheds light on his attitude toward dramas and dreams. His account does not dispel his worries about the persistency of his erotic dreams, disclosed in Confessions 10. He would like to disavow responsibility for them, but he never succeeds. This article analyses the changes in critical theory after Jürgen Habermas. It suggests that recent Habermasian attempts to tackle the normative and institutional quagmires of globalization offer a useful test for determining whether the paradigm of deliberative democracy should continue to occupy the energies of critical theorists. It contends that while Habermas-inspired deliberative democracy has undoubtedly enriched the ongoing debate about the prospects of transnational governance, it remains both programmatically and conceptually tension-ridden.

Causation can be regarded from either an explanatory/epistemic or an ontological viewpoint. From the former, emergent features enter into a host of causal relationships which form a hierarchical structure subject to scientific investigation. From the latter, the paramount issue is whether emergent features provide any novel causal powers, or whether the 'go' of the world is exhausted by the fundamental physical features which underlie emergent phenomena. I argue here that the 'Scientific Picture of the World' (SPW) strongly supports the claim (...) that ontological causation is exhausted in the elementary physical features of the world. A method is developed for distinguishing 'emergent ontological causation' from the epistemological emergent explanatory patterns sanctioned by the SPW, and it is argued that the SPW implies that all emergence is mere epistemological emergence. However, this leads to a paradox when applied to consciousness itself, which turns out to be both epiphenomenal and viewpoint dependent. (shrink)
